Bill to increase wards in local bodies introduced

Kerala assembly, referred to the subject committee the Kerala Panchayat Raj (Amendment) Bill, 2020 and Kerala Municipality (Amendment) Bill, 2020, which are intended to increase the number of wards in all local bodies by one each, despite several points of order raised by the opposition.

Opposition members’ points of order were on three grounds — violation of Census Act 1948 which prohibits changing administrative boundaries once census procedures are on, the high court judgment in 2015 restricting delimitation before the 2021 census, and the financial memorandums in the bills which dismiss any additional expenditure from the state’s consolidated fund.
